A late reaction, but I heard that sentence in James Browns' "Hot Pants".
But he sings: "You've got to use what you got, to get what you want".
And to continue with another James Brown-influence : in the 1993 live version of Space Clav, DJ D-Zire scratches "Clap your hands, stomp your feet!".
