First of all, you really shouldn't try and read too narrow a meaning into any lyrics, or poetry, whether by Jay or anyone else. VI isn't only about genetic testing, it's about the state of the world we're living in (or rather the state of the world we were living in ten years ago... it's even scarier that now we're a decade on and things haven't improved!).
You really just need to look at the lyrics and get the meaning from them yourself. If you don't pay attention, you end up drawing out meanings such as...
