Interestingly, that's the first article I've ever read which claims that Jay was born anywhere other than Stretford. Which in case you're wondering is quite definitely in Manchester, and not in Blackburn. For those unfamiliar with the region involved...

Is a map of the Greater Manchester area (Stretford is visible in the south, right underneath the word 'MANCHESTER'). Whilst Blackburn is off the top of the map, to the north of Leyland. So it's quite a claim for the newspaper to be making...

Hm, as far as I understand they say that it was Karen Kay who was born in Blackburn - they only mentioned that Jay moved to Manchester as a youngster, but it can still be that he was born in Manchester already... so those statements are not mutually exclusive.
Anyways, what just came to my mind.... that long article posted by Sam is throwing in a lot of insider details, all the names and places... it at least seems to have a good background information, so if the author knows so much about all the names of his parents and relatives... why is he not mentioning the name "Cheetham"? I think because it is just a fake.
And someone else here said it cannot be that in Jay's passport is written the name Kay, because it was just the name of his stepfather...
Well, I don't know about the law in the UK, but here in Germany the child can get the name of the stepfather through a simple step: adoption.
So, for me the name Cheetham is fake and Jason Kay might be the correct name which also stands on his passport.
I have no proof of this of course but this seems reasonable to me.

No, the article clearly says, 'her son, who was also born in the town'. 'The town' in that paragraph is Blackburn, because: a) Manchester hadn't been mentioned in the story at that point; b) it certainly wasn't mentioned in that sentence; and c) Blackburn's a town but Manchester's a city.
I suspect it's just a case of a slightly confused journalist, but it might be someone with a lot of pride in their town trying to get a little more local fame for it!

Ah I see.. sorry, haven't seen that part of the sentence.. ...ok, maybe it went like this: Karen was living in Blackburn. One day she decided to drive to Stretford (for what reason ever - shopping, visit a friend or whatever) when suddenly little Jay decided to "come out". So she went to the next best hospital, gave him birth and then went home back to Blackburn. ...hehe. So he might be living in Blackburn from the first days on, while in his birth certificate stands: Stretford/Manchester. That could be a reason for the mixing up of the towns... just speculations. We will probably never find out...
