arent "stoned" (well, stoned if on weed), "high" and "drugged" more or less the same thing?

Yes I would have to agree...if this was in his hay day of drinking heavily then he probably said it in a drunken stupor. But then again you never know what's going to come out of his mouth. That's why we crazy fans love him so much! LOL
