With my version, the printing down the hinge bit is to the right if anything! The graphic behind where the disc goes is more or less centred though:

As far as the order of the tracklist goes, I'm not really sure, but I'd guess that unless it's written in the contract somewhere, the record company can do what they like once they own you. Obviously it was changed like that because Space Cowboy was the lead single... Silly decision though - can you imagine a publisher putting the final chapter of someone's book at the start? 6lol
